The purpose of Strategic Planning is to assist Washington County, and it’s Communities in establishing priorities to better serve the needs of the citizens. A Strategic Plan must be flexible, practical and yet serve as a guide to implementing programs, evaluating how these programs are doing, and making adjustments when necessary.
A Strategic plan must reflect the thoughts, feelings, and ideas, of all Citizens who desire to be involved. Molding them along with the County’s and Community’s purpose, mission, and regulations into an integrated document.
A Strategic Plan is a tool for organizing the present on the basis of the projections of a desired future. That is, a Strategic Plan is a road map to lead us from where we are now, to where we would like to be in five or ten years.
We can no longer merely react to issues as they emerge if we are to protect the way of life we cherish, change must be anticipated. Resources, both human and financial are limited and careful thought must be given to their allocation to ensure that future growth is in the best interest of all concerned.
To meet obligations to the public as well as area businesses, and schools it is essential that we use those resources in the most efficient manner by determining priority areas on which to concentrate. This means the identification of goals, pursuing those goals, and achieving them.
Strategic Planning will help build continuity between the County and Communities in the delivery of service, saving the duplication of efforts thus making the best use of our assets.
Our County has a gift of great diversity among its people, on which it draws strength, but at the same time, that diversity lessens the impact in key areas because of a lack of cohesive focus on the issues. Therefore, it is necessary for each Community to have a plan that is compatible with the overall Strategic Plan; thus concentrating effort in the same general direction and greatly increasing its impact.
